$300,000: a Damascus property or a Dubai off-plan apartment?
An honest comparison for a diaspora buyer with about US$300,000: what the number actually buys in each market, what it does not buy, and the difference between a dollar asset outside Syria and a cheaper entry inside a local market.
The question comes in one form: I have about US$300,000, do I buy a property in Damascus or an off-plan apartment in Dubai? The answer is not a preference, it is a comparison between what the number buys in each market and what it does not. This article takes the same budget through both markets, then shows where the Golden Visa threshold stands against it.
- Golden Visa through property needs AED 2 million, about US$545,000
- US$300,000 does not reach that threshold on its own
- Published DAMAC starting prices sit above US$300,000: Safa Gate from AED 1,997,000, Chelsea Residences from AED 2,560,000
- In Damascus, about US$300,000 buys in prime districts and comfortably in mid districts
- Qudsaya modern projects are reported around US$950 to 1,150 per sqm
What US$300,000 means in Dubai
Dubai sells you a dollar asset outside Syria, but the number does not open every door. The Golden Visa through property requires a value of AED 2 million, about US$545,000, in one or more properties, according to the Dubai Land Department. A budget of US$300,000 does not reach that threshold, so a Dubai purchase at that number does not by itself qualify you for the Golden Visa.
The published prices in the projects we follow are also above that number. Our page of DAMAC apartments in Dubai shows a one-bedroom starting price in Safa Gate at AED 1,997,000 (about US$544,000), and in Chelsea Residences at AED 2,560,000 (about US$697,000). These are published starting prices that change by unit.
What this means for you: US$300,000 in Dubai puts you in a dollar market but below the Golden Visa threshold, so know that number before you build a decision on residency.
If Dubai is genuinely on your list, the budget question comes first: send us the number and the areas you prefer and we review what is available near that level and above it.

What US$300,000 buys in Damascus
In Damascus, US$300,000 buys in prime districts and comfortably in mid districts, because price follows the neighbourhood, the building and the floor. The clearest difference is price per square metre: per our Damascus property prices article, Mazzeh, Malki and Dumar sit in the higher band, while prices fall in other parts of rural Damascus.
In modern Qudsaya projects, a b2b-sy survey published in 2026 reports the advertised price per square metre around US$950 to 1,150. These are advertised figures, not an official average, and they show that the same number buys more space in Qudsaya than in Mazzeh or Malki.
What this means for you: the same budget gives you more space and more options in mid Damascus, against weaker liquidity, so selling later can take longer.
The two options side by side
Set the two choices next to each other without polish:
| Item | Dubai off-plan | Damascus |
|---|---|---|
| Budget | Published starting prices above US$300,000 (about US$544,000 at Safa Gate) | Buying in prime districts, and more space in Qudsaya |
| The asset | A dollar asset outside Syria | A property inside Syria, tied to its local market |
| Residency | A residency route tied to the property, with the Golden Visa from AED 2 million | No residency route |
| Risk | Off-plan delivery risk | Proof-of-ownership risk |
| Liquidity | A wider, faster resale market | Weaker liquidity, a slower exit |
| Control | Remotely, through the developer | A local representative handling viewings and negotiation |
What this means for you: the table does not say which market is better. It says Dubai sells you an asset, a currency and a wider market, and Damascus sells you a cheaper entry, more space and local control, against title risk.
What US$300,000 does not buy
Three things should be clear before the decision:
- The Golden Visa. It needs AED 2 million (about US$545,000), and US$300,000 does not reach that threshold on its own.
- The published prices in the larger Dubai projects. Safa Gate from about US$544,000, Chelsea Residences from about US$697,000, both above that budget.
- Freedom from market risk. In Dubai it is an off-plan purchase with delivery risk; in Damascus an ownership purchase with document and liquidity risk.
What this means for you: the choice is between two different sets of trade-offs, so know what you are paying against in each before you settle.

Seven steps in order, over three pages: what to check before you pay, what to get in writing, and the stop signs.

Request a propertyIs residency a reason to choose Dubai?
If your goal in buying is residency, the number decides whether that is possible, not the nationality or the project name. The threshold is AED 2 million, and the value should be in your name in one or more properties; below it, a Dubai purchase does not grant the Golden Visa by itself. If residency is the first motive, the budget needs to reach that threshold, not US$300,000.
How to decide in practice
Four questions order your priorities before you pick a market:
- Set the goal: housing, a dollar asset, or a residency route.
- Compare per square metre and on the unit itself, not on an advertisement headline.
- Ask for a written offer with areas, size and price.
- Weigh your risk: off-plan delivery in Dubai, and proof of ownership and liquidity in Damascus.
What this means for you: these questions order the decision before the money. We are an office on the ground and can work the Damascus side with you, and set out the limits of the Dubai market without promises. For how return is measured before any purchase, our article on property investment principles explains the logic.
In short: US$300,000 in Dubai puts you in a dollar market without the Golden Visa, while in Damascus it buys more space and local control, and the choice is set by your own goal.
