Eagle Hills in Damascus: What the New Project Means for Property Prices

A framework agreement is not construction. Here is what was signed, what the developer says about 11,000 homes in west Damascus, and what to watch before paying more for a property near the project.

You read that a giant UAE project is coming to Damascus, and the first question is practical: does this move prices, and should I buy near it now? The news is real and the signing happened. But there is a distance between a signature and the price you pay today that is worth knowing before you decide. Here is what was signed, what the developer says, and what we know, and do not know, about the effect on prices.

At a glance
  • A framework agreement, not a construction contract: no cost and no start date were disclosed.
  • One project reaches readers under three names: Tilal Dimashq, Tadamun Towers and Damascus Heights.
  • Developer figures: about 11,000 homes in west Damascus, 500 hotel rooms and 1,000 serviced apartments.
  • No unit price has been published, so no one can yet say the announcement moved prices.
  • What actually moves prices on the ground: execution, delivery and infrastructure, not the announcement.

What was actually signed

On Monday 5 October 2026, a framework agreement was signed at the People’s Palace in Damascus in the presence of President Ahmed al-Sharaa. Eagle Hills founder Mohamed Alabbar signed for the developer, and the ministries of Public Works and Housing, and of Tourism signed for the Syrian side.

The operative word is framework. As AGBI explains, a framework agreement sets the general terms, standards and legal requirements for a development, the step before detailed contracts. It does not commit anyone to build, and no cost for the two projects was disclosed. Even the official coverage said more detail would follow.

If you are watching the project because you are thinking of buying near it, the practical step today is not waiting for construction but finding out what is actually on the market in west Damascus. You can send us your area and budget and we check it on the ground.

One project, three names

The first thing to know is that the project reaches readers under more than one name, and it is easy to think you are reading about three different schemes. SANA’s English service called it Tadamun Towers, while SANA’s Arabic service and Syria TV called it «تلال دمشق» (Tilal Dimashq), and the developer markets it as Damascus Heights. Latakia has the same problem: signing reports called it Eco Life, while the developer’s own site lists it as Latakia Yachts and Marina.

NameWhere it appeared
Tilal Dimashq (تلال دمشق)SANA Arabic, and Syria TV
Tadamun TowersSANA English, and international reports
Damascus HeightsThe developer and its website
Eco Life (Latakia)Signing reports
Latakia Yachts and Marina (Latakia)The developer’s website

The practical lesson: if you read a headline under a different name, do not assume it is a different project. Check the source and the location before you build a decision on the name.

What the developer says about Damascus Heights

According to details from the developer’s website reported by Gulf News, Damascus Heights sits in west Damascus and is described as about 11,000 homes, with 500 hotel rooms, 1,000 serviced apartments, two schools, a hospital, offices and retail. The mix runs from villas of three to five-plus bedrooms, apartments of one to three bedrooms, and townhouses of three or four bedrooms.

The site also gives drive times: Umayyad Square about 13 minutes by car, the Old City about 20 minutes. These are marketing figures, not contract terms. When units go on sale, what counts is the price and the delivery date in the offer, not the website.

The big numbers, and what they are not

Reports circulate figures in the billions, and it is worth separating them. Alabbar has spoken before of investing as much as $18 billion in Syria, and Bloomberg reported in July 2026 that he was planning two projects worth at least $20 billion. Those are earlier statements about the scale of the company’s interest, not the value of this deal, which was not disclosed.

On the figures that were stated: the Tourism ministry says, per SANA, that preliminary estimates suggest the projects could create more than 40,000 direct and indirect jobs, including more than 10,000 permanent positions. The ministry of Public Works and Housing says the national housing deficit could exceed 2 million units by 2030. Those numbers put the project in context. They are not a price forecast.

For context: in September 2026 Arada separately launched its own roughly $7 billion New Damascus scheme near Mezzeh. Two large projects in west Damascus in two months make this the most watched part of the market.

Does it move Damascus property prices?

The honest answer is that we do not know yet, and anyone who tells you otherwise is selling certainty they do not have. No unit price is published, no start date is fixed, and no phase plan has been released, because the agreement is a framework. Property prices move with what is actually built and occupied, with how many units reach the market, and with the roads and services delivered around them.

What usually happens at this stage is that the announcement raises expectations more than prices, and nearby owners raise their asking figures. Expectations do not set the market price.

What is certain is that the project, if it is delivered, will add a large amount of housing in west Damascus over years, and that matters to a buyer today and in 2030 alike.

What to watch before you buy near it

  • Execution contracts, not announcements. The framework is a first stage, and the detailed contracts are what put the project on the ground.
  • The land, identified and registered. Until you know exactly where it starts, “near the project” means nothing.
  • Site works and infrastructure. Roads, water and power are what raise neighbouring values.
  • The name. If you read a headline under a different name, check it is the same project.
  • Sale terms and priority. Gulf News reported the developer giving Syrians priority. Ask for that in an offer, not from an advert.

Until then, the safer decision is to buy on what is fixed: a title you can verify, an area whose access and services you know, and a price that fits your budget. If you want to be near the project rather than chase its price later, start with how west Damascus looks today, which is what we cover in how to buy property in Syria.

Common questions

Has Eagle Hills signed a construction contract in Damascus?

It signed a framework agreement on 5 October 2026. A framework sets terms; it does not commit construction, and no cost was disclosed.

What is the project actually called?

Three names for one project: Tilal Dimashq in SANA Arabic and on Syria TV, Tadamun Towers in SANA English, and Damascus Heights for the developer.

Should I buy near the project now to catch a price rise?

No unit price and no construction date have been published. Do not buy on an announcement. Buy on a verified location and a price that suits you.

Will the project push up Damascus property prices?

That is not known yet. The effect depends on execution, delivery and how many units reach the market, none of which is fixed today.

What should I watch?

The execution contracts, the land allocation, the start of site works and infrastructure, and the sale terms and priority rules.
