Rent or Buy an Apartment in Damascus? A Decision Framework for Returnees

Coming back to Damascus brings the same question: do I rent first until I settle, or buy in the first month? We separate the rent that buys information from the purchase that is right once the city, the district and the documents are clear.

You return to Damascus after years, and the question comes from more than one direction: do I rent first until I settle, or buy in the first month? At its core the question is not about price but about order: do you know Damascus well enough to buy in it now, or do you need time to find out? This article sets out the framework we use with returnees, then leaves the decision with you: rent first to buy information, or buy when the information is already clear.

At a glance
  • In Aqaratana’s Q2 sample only about 35% of returning households were in owned property, 34% were hosted and 27% were renting
  • Renting first reveals what listings hide: noise, neighbours, services, the commute, and the real daily cost
  • Buy when the city and district are clear, documents strong and current, and the building checked
  • A written payment and registration plan, not a verbal promise

What returnees actually do

Before opinion, the figure. In the Q2 sample reported by Aqaratana in its Syrian Expat Real Estate Guide 2026, only about 35% of refugee-returnee households were in owned property, while 34% were hosted and 27% were renting. In other words, far fewer than a third of returning households went straight into ownership, and the rest were hosted by relatives or rented.

What this means for you: ownership on return is not everyone’s first step, but the outcome of a decision that matured. Do not measure yourself against a share. Ask instead whether you know the city and the district well enough to buy in them now.

If you would rather sort the districts by your own priorities first, start from our guide to moving back to Syria, or send us your area and budget through the request form.

Renting first buys you information

Per Aqaratana, renting first shows what listings do not: the level of noise, the neighbours, the reliability of services, the school or work commute, and the real daily cost in the area. No single viewing photo gives you that, and no description from a distance replaces it.

A Damascus lease has its own paperwork and the rights of both sides, and reading that before you sign matters, because the rent you think lasts a month or two can run a year or more while the decision to buy takes shape, and by then it has become a home rather than a stopover.

What this means for you: the first year’s rent is not money lost, it is the cost of knowing. You live in the district you are considering, and test it from the inside before committing twenty years. Sometimes the decision flips: the district that looked right from a distance turns out to fit neither your work nor your children’s school.

When buying is the right decision

We do not recommend buying at once, or renting forever. Buying becomes the sounder move when four conditions are met, the way we work them with returnees:

ConditionWhat you verify
The city and the districtClear, not a place to experiment
The legal documentsStrong and current, read before payment
The building and its servicesChecked on site, not from photos
The payment and registration planWritten, not a verbal promise

What this means for you: every one of these conditions can be verified before payment. The condition you cannot yet verify is the one worth waiting for, not the one to wave through and buy anyway. And a realistic picture of what your money buys in each district belongs in the same decision, which is where our guide to how much a house costs in Syria is useful.

Documents and the building: where surprises surface

The part that most often surprises a returnee is the paperwork. Our starting condition is that the legal documents be strong and current, and that the building condition and services be checked on site. The ownership type, who occupies the property, and any rights or obligations attached to it are all checked before any payment. The full process is set out in our guide to how to buy property in Syria.

What this means for you: a photo of the facade says nothing about the papers or about the building’s wiring and plumbing. Whoever cannot attend needs someone to inspect the property on his behalf. That is the difference between renting first and giving yourself time, and buying quickly and giving yourself a surprise.

A written payment and registration plan, not promises

The last condition is a payment and registration plan that is written rather than built on verbal promises. Any returnee paying from abroad needs a clear path for the money and for registration in his name before he commits. The routes and documents for buying from outside are covered in our guide to housing when moving back to Syria.

What this means for you: verbal promises about a price, a handover date or registration are no basis for a transaction. Ask for what is written and signed, and ask to see the documents before payment, not after.

The bottom line: ask yourself before you sign

The framework in two lines: rent first if your knowledge of Damascus is still thin, because rent fills that gap at a known cost. Buy if the city and district are clear, the documents are strong and current, the building and services are checked, and the payment and registration plan is written. Do not confuse the wish to settle quickly with the presence of the conditions.

We hold no property inventory. Our work is to take your area, budget and specification, then search for the property and stand with you through viewing, negotiation and document checks, or to review the lease with you if you choose to start by renting. Send your brief when you are ready, and we start from where you are.

Common questions

Should I rent first or buy straight away when I return to Damascus?

It depends on your own knowledge. In Aqaratana’s Q2 sample, only about 35% of returning households were in owned property, 34% were hosted and 27% were renting, so ownership is not everyone’s first step. If the city and district are still unclear, renting first is the clearer and cheaper path than a rushed purchase.

What does the first year of renting reveal before I buy?

Per Aqaratana, it shows what listings do not: the level of noise, the neighbours, the reliability of services, the school or work commute, and the real daily cost in the area. That knowledge comes from neither a photo nor a single viewing.

What conditions make buying the sounder decision?

Four: the city and district are clear, the legal documents are strong and current, the building condition and services are checked, and there is a written payment and registration plan rather than verbal promises. Per Aqaratana, these conditions together separate a considered purchase from a rushed one.

Do you search for a property on my behalf while I am abroad?

We hold no property inventory. We take your area, budget and specification, then search for the property and stand with you through viewing, negotiation and document checks through a representative on the ground in Damascus.

What should I put in the brief?

The area or districts you are considering, your approximate budget, the number of rooms and the size, and when you intend to settle. That is enough for us to start the search, or to review the lease with you if you choose to rent first.
