Civil documents before buying property in Syria: what to assemble from abroad

Most buyers abroad start from the property and postpone their own papers. Here is what to assemble first, in order, before you begin viewing.

Most buyers abroad start from the property: the photos, the price, the neighbourhood. But what stalls a deal is usually not the property, it is your own paperwork. A buyer who has lost their civil documents finds registration closed, inheritance on hold and legal remedies distant. This article sets out what to assemble first, in order, before you begin viewing.

At a glance
  • Around a quarter of returning refugees lack the basic civil documents that registration and inheritance require.
  • Fix your civil documents before you start viewing properties, not after you agree on one.
  • Documents commonly needed to buy from abroad: a valid passport or Syrian ID, a recent civil registry extract, an authenticated power of attorney, and evidence of source of funds.
  • A change now lets non-Syrians acquire property through inheritance with no minimum threshold, with a two-year restriction on disposal, per UNCTAD.
  • Missing papers block registration, inheritance and legal remedies, not the purchase alone.

What stalls the deal is your paperwork, not the property

Per the diaspora guide on our site, around a quarter of returning refugees lack the basic civil documents needed to register children, or to reclaim property, or to pursue legal remedies. The figure concerns people returning to Syria, but it exposes the same problem for a buyer abroad: the papers that seem obvious are the first to be missing.

A civil document is not a formality. It is what links you to the property before the directorates: without a recent civil registry extract your civil status is not proven, without an authenticated power of attorney no one can sign for you while you are away, and without inheritance papers the property does not pass to its owners. What this means for you: before you ask about the price, ask about your papers.

If you want us to review your papers before you start, send your details through Request a property and we will tell you what is missing.

The documents to gather before you start viewing

These are the documents commonly requested for a purchase from abroad, as set out in our guide. Assemble them now, not at the point of agreement:

DocumentWhy it matters in the deal
Valid passport or Syrian IDProves your identity in the contract and at the directorate.
Recent civil registry extractShows your civil status, and is the slowest paper to fix if it is missing.
Authenticated power of attorneyLets someone sign for you in Damascus while you are abroad.
Evidence of source of fundsRequested when the price is transferred and documented.

The list ends where the guide ends: the passport or ID, the civil registry extract, the authenticated power of attorney, and evidence of source. Anything beyond that comes from the directorate or the seller, case by case. What this means for you: start with your valid passport and the civil registry extract, the two that take longest to fix if missing.

The authenticated power of attorney: who signs for you while you are abroad

If you cannot attend, the authenticated power of attorney is your bridge to Damascus. An unauthenticated power of attorney is not accepted in a property transaction, and the chain of authentication takes time that does not match the pace of a reservation. That is why we put it in the first batch of documents, not at the moment the seller asks for it.

Make its powers specific: who signs, what they sign, and until when. A broad power may not be accepted in a defined transaction. The full authentication route, and how long a power is accepted, is in our article on the diaspora guide to buying property in Syria. What this means for you: the power of attorney is not a routine sheet, it is a decision that gives someone the right to sign for you on a property.

Civil documents and inheritance: why they matter even if you are buying today

UNCTAD, as cited on our site, reports that a change now permits non-Syrians to acquire property through inheritance with no minimum threshold, where this was previously prohibited, subject to a restriction on disposing of the property within two years of acquisition. Inheritance has become a route to ownership that was closed before.

But the route is open only to those who hold their papers. The buyer of today may be the bequeather of tomorrow, and whoever receives a property by inheritance needs their civil documents to establish lineage and transfer. That is why we advise setting inheritance papers in order before they are needed, not at the point of dispute. The detail is in our article on proving you own property in Syria. What this means for you: your papers today are your heirs’ claim tomorrow.

What happens if the gap appears after you agree

The practical rule we repeat to buyers abroad: fix your documents before you start viewing properties, not after you agree on one. At the point of agreement time has run short, the seller is waiting, and the first payment is stalled on an extract that was never requested or a power of attorney that was never authenticated.

And missing documents do more than delay registration. They stall proof of ownership when it is needed, complicate the transfer of the property by inheritance, and push legal remedies further away if a dispute arises. What this means for you: the papers are the quickest and cheapest thing to arrange in the whole deal.

How we work with you from Damascus

We hold no property inventory: we work as the buyer’s agent. We review your civil documents with you first, then a source on the ground looks for the property you want, so the viewing comes after your file is ready, not before. If a document is in doubt, we go through it with you before you move to the next step.

A buyer abroad who cannot attend to complete payment will find the transfer and documentation routes in our article on paying for property in Syria from abroad. Proving ownership after the documents are lost is a different route that takes longer, and it is covered in our article on proving property ownership in Syria.

Common questions

What documents do I need to buy property in Syria from abroad?

A valid passport or Syrian ID, a recent civil registry extract, the authenticated power of attorney, and evidence of source of funds, per the diaspora guide on our site.

Can I buy from abroad without attending?

The authenticated power of attorney lets someone in Damascus sign for you, which is why it belongs early in the document pack. The authentication route and how long a power is accepted are in the diaspora guide on our site.

Why fix the documents before viewing rather than after?

Because missing papers block registration, inheritance and legal remedies, and arranging them after agreement compresses the time and leaves the first payment waiting on a missing paper.

Does the inheritance route concern non-Syrians?

Yes, per UNCTAD as cited on our site: non-Syrians may now acquire property through inheritance with no minimum threshold, where this was previously prohibited, with a two-year restriction on disposing of the property.

What is your role in arranging the documents?

We review your civil documents with you before searching for a property, and we work as the buyer’s agent. We hold no inventory and we do not replace the official directorates in issuing documents.
