Syrians in the Gulf buying property in Damascus: a guide for residents of the UAE, Kuwait, Qatar and Saudi Arabia
Citizenship, not residency, gives you the right to own. Here is what stays the same for a buyer in the Gulf, and what changes because family and property are a short flight away.
Many Syrians in the UAE, Kuwait, Qatar and Saudi Arabia have lived there for years, save in dollars and have family in Damascus. They think about buying a home there and ask one question before anything else: is my position different from a buyer in Europe? The right is the same, the registration path is the same, and what changes is what proximity affects, not the law.
- The right to own follows citizenship, not residency
- A power of attorney must name the property and carry an expiry
- Registration, not payment, ends the deal
- December 2025 sanctions relief helped, but Syria-linked transfers still face enhanced scrutiny
The right follows citizenship, not residency
Start with the point many get wrong: the right to own comes from Syrian citizenship, not from where you live and not from a second passport. A Syrian national owns property in Syria as a citizen, living in Damascus, Dubai or Riyadh, and holding another nationality or not. Where you reside is not a question the process asks.
So a second passport neither blocks the purchase nor gives you an advantage on it. What your position in the Gulf gives you is closeness: family is there, and reaching Damascus does not take the long hours it takes a buyer coming from Europe or the United States. The ownership rule and the different forms of title are set out in our diaspora guide to buying property in Syria.
If you would rather we check one specific property instead of reading in general, tell us what you are looking at and we start there.

What changes for a buyer based in the Gulf
The law does not change. Practical things change, and the short distance creates them:
| Item | Buyer from Europe | Buyer from the Gulf |
|---|---|---|
| Reaching Damascus | Longer, needs planning | Shorter, can be repeated more than once |
| Inspecting the property | Hard to attend in person at every stage | A family member can inspect on your behalf |
| Time difference | Slows communication | Limited, which makes contact easier |
| Legal discipline | Power of attorney, authentication, registration | The same power of attorney, authentication and registration |
The real gain is that a family member can walk into the property and see it with their own eyes, and can visit whoever represents you in Damascus. That removes no step: the power of attorney is still needed, verifying title is still needed, and registration is still needed. Proximity helps you get information, it does not excuse you from the paperwork.
Power of attorney when you cannot attend
If you do not travel yourself, signing needs an agent. The power of attorney is drawn at the Syrian embassy or consulate in your country of residence, then authenticated inside Syria to take effect. Do not make it general: name the property itself, describe it, its area and its owner, and set the powers and the period. An open power can be used for things you did not intend, and many offices reject one that does not name the property.
The steps and their order are in our guide to buying property in Syria step by step.

Seven steps in order, over three pages: what to check before you pay, what to get in writing, and the stop signs.

Request a propertyPaying the price: what changed after December 2025
This is the biggest change in recent months. In December 2025 the so-called secondary sanctions of the Caesar Act were repealed, and correspondent banks began reopening their channels with Syria. The benefit to a buyer is that a transfer is closer to ordinary than it was before.
But the door is not fully open: Syria remains designated a State Sponsor of Terrorism, and Western banks still apply enhanced scrutiny to any transfer linked to Syria. Keep your documents ready: source of funds, proof of income and the transfer record. Avoid informal channels, because they may move the money while leaving registration pending, with no official trace against what you paid. The routes and limits are explained in our guide to paying for property in Syria from abroad, and the United States case, useful as a contrast, is covered in buying an apartment in Damascus from the USA.
Registration is the step you do not postpone
The deal ends when your name is written in the land registry, not when you pay. A seller may take the price and hand over the keys while the property stays in their name in the registry. At that point what you hold is a claim to money, not ownership. Make registration a written clause in the contract and tie the final payment to its completion. The clauses a contract should carry are set out in our step-by-step buying guide.
Summary: what stays and what changes
- Stays the same: your right to own through citizenship, the chain of authentication, and the registration that ends the deal.
- Changes: how quickly you can reach Damascus, and the ability of a family member to inspect the property for you.
- Do not skip: document the source of funds, make the power of attorney specific, and do not postpone registration.
Common questions
Can a Syrian living in the Gulf buy property in Damascus?
Yes. The right to own comes from Syrian citizenship, not from living abroad and not from a second passport. A resident of the UAE, Kuwait, Qatar or Saudi Arabia owns as a citizen, the same as a resident of Syria.
Do I need to travel to Syria to complete the purchase?
Not if you appoint an agent with an authenticated power of attorney. It is drawn at the Syrian embassy or consulate in your country of residence, then authenticated inside Syria to take effect. Make it specific to the property and time-limited.
How do I transfer the price from the Gulf?
Bank transfers are closer to ordinary after the repeal of the Caesar Act’s secondary sanctions in December 2025, but Syria remains designated a State Sponsor of Terrorism and Western banks still apply enhanced scrutiny. Document the source of funds and avoid informal channels.
Is the sale contract enough to prove I own the property?
No. Ownership is established when your name is written in the land registry, not when you pay. Make registration a contract clause and tie the final payment to its completion.
Is it enough for a family member to inspect the property?
A family member can inspect it on your behalf, and that is a real gain of being based in the Gulf. But verifying title and occupancy and following registration needs attendance at the offices, which an agent or a Damascus office can handle.
