Off-plan apartments in Damascus and its countryside 2026: how the projects compare

Five routes to buying off-plan in Damascus and its countryside, each with its own price band and payment plan. We set them in one table, then work through the questions that decide the choice.

Which off-plan project in Damascus or its countryside is worth waiting for? The answer is not one project, because the market holds five routes: Marota City and Basilia City inside the regulated zones, Dumar and Qudsaya at a closer and lower range, and Yaafour 963 at the top of the price list. This article sets them in one table with each one’s price band, then works through the questions that decide the choice.

At a glance
  • These are advertised or researched figures, not official averages.
  • Marota City runs about $1,000 to $2,500 per square metre, with apartments from near $200,000 in some offers.
  • Dumar and Qudsaya sit at the lower end.
  • Yaafour 963 starts near $300,000 with a 15% down, 70% over construction plan and delivery near 2029.
  • We compare real, verified units, not advert prices.

What the figures in this article mean

One point first: the figures here are advertised or researched, not an official average. The August 2026 survey works from the published adverts themselves, so a number describes what sellers ask, not what a sale closed at. That is why each project shows a band rather than one figure.

The price of the unit itself moves with the tower, the floor, the view, the size and the payment plan. Two flats in the same project can differ widely, so always ask for the price of the unit offered to you, not the project’s starting price. What this means for you: judge a project on a band and a defined unit, not on one advertised figure.

If you want these bands placed against units that are actually available to you, send your size and budget through Request a property and we will come back with a written comparison.

The main projects in one table

These figures are as stated in the sources, and they are estimates that change with the unit and the offer:

Marota City and Basilia City: the regulated zones

Marota City is the largest regulated project in Damascus. The August 2026 advertised figures put the price per metre at $1,000 to $2,500, with apartments from about $200,000 in some offers. The wide band is natural: the project is built in phases, and the gap between one tower and another, and one view and another, is large. Its detail is in our Marota City guide.

Basilia City is the second regulated zone under Decree 66, running within the same framework that made Marota possible: planned areas with clear licensing rather than unplanned building. We fix no numeric band for it, because our source carries no independent survey, and its price is stated in the offer by unit. The full explanation is in our Basilia City guide on the site.

What this means for you: the two zones give you a planned location and clearer licensing, at a higher price per metre. If your decision rests on regulation, you start here.

Dumar and Qudsaya: a closer range at a lower price

Outside the two regulated zones, the August 2026 survey offers two lower bands. In Dumar and Dumar Heights the price per metre sits around $800 to $1,200. In the modern Qudsaya projects it falls between $950 and $1,150, with Abyat Hills units reported from about $100,000. These are two routes for a buyer who wants to stay close to Damascus on a smaller budget.

The difference between the two areas is not only price but the kind of building and the services. What this means for you: Qudsaya and Dumar answer the budget question, but check the licence and the services before you count the gap as a clean gain.

Yaafour 963: the highest price with a detailed plan

Yaafour 963 sits at the top of the price list. Per the June 2026 project article, apartments start from about $300,000, and a two-bedroom unit from about 168.7 m². Its payment plan is stated plainly: 15% on booking and 70% over the construction stages, with the rest at delivery, expected in the second quarter of 2029.

The project is described as freehold and open to all nationalities, a difference that matters to a buyer from abroad. But the delivery date and the final instalment mean most of the price stays on you through the construction years. What this means for you: Yaafour suits a buyer after freehold and a higher specification, who can carry a cash commitment running to 2029.

How to choose between them

No project is best in absolute terms. The decision comes out of four questions, in order:

  • Total budget, not the price per metre. Set the highest amount you can reach including construction and delivery payments, then see which project falls inside it.
  • Your ability to hold the payment plan. A plan like 15% then 70% demands repeated liquidity for years, so pick the plan whose rhythm suits you.
  • Delivery date and when you need the home. Whoever needs a home this year will not wait for a project delivered years away, whatever its price.
  • Location and your daily route. Keep the choice near your work and your children’s schools, because the daily distance is a cost that does not show in the price per metre.

After these questions one test remains: is the unit offered to you actually there, with sound licensing and a written price? We are the ones who check that on your behalf when you are outside Damascus. And if you are weighing instalments, the plan is only as safe as the licence and the written schedule behind it.

What sets the price of the unit itself

Even after you choose the project, the price inside it stays variable: the tower, the floor, the view, the size and the payment plan all enter the sum. A flat on a low floor with an internal view is not the same as one on a high floor with an open view, even where a single starting price is advertised. Base your decision on the unit you will get, not the lowest figure in the advert. For the wider picture, see how much a house costs in Syria and how to buy property in Syria.

Common questions

Are these official prices?

No. They are advertised or researched figures, not an official average. The price of the unit itself moves with the tower, the floor, the view, the size and the payment plan, so ask for the price of the unit offered to you.

Which project is best on a smaller budget?

We do not call any project best in absolute terms. Within the sources, Dumar and Qudsaya are lower on the advertised price per metre, and Abyat Hills units are reported from about $100,000. The decision still turns on delivery date, location and the ability to hold the payment plan.

What is the payment plan at Yaafour 963?

Per the June 2026 project article, 15% on booking and 70% over construction, with the rest at delivery, expected in the second quarter of 2029.

Can a foreigner buy in these projects?

Yaafour 963 is described as freehold and open to all nationalities. The other projects fall within local regulatory and licensing frameworks, and we request written confirmation of the ownership conditions for the unit offered before any payment.

What do you do in the comparison?

We take your size and budget, check which units are actually available across these projects, and return a comparison with written prices and payment plans. We hold no property inventory; we work for the buyer.
