Syria’s reconstruction in 2026: what is being built and what it means for property

Reconstruction is discussed as though it were a single programme. It is not. Here is what is genuinely under way, what remains announcement, and what it means for property.

“Syria reconstruction” is one of the most searched English phrases about the country, and the coverage tends to swing between transformation and paralysis. The reality in 2026 is less dramatic and more uneven than either.

The scale of what needs rebuilding

Syria had around 5.5 million homes before 2011. An estimated 328,000 were destroyed completely and roughly one in three sustained total or partial damage. Around 60% of Syrian housing consists of informal settlement, which complicates reconstruction considerably — rebuilding requires resolving who owns what, and in informal areas that is frequently unclear.

Who is investing

Investors from the Gulf and Turkey have been establishing positions, with particular interest in coastal tourism assets and Damascus commercial real estate. Separately, Syrian expatriates in the Gulf, Europe and North America have been buying — both as a hedge against currency exposure abroad and as a long-term position in their country of origin.

That second group matters more for the residential market than the headline sovereign and corporate announcements. Diaspora buying is the demand that actually moves Damascus apartments.

Announced versus under way

The gap between the two is the single most important thing to understand. Announcements of funds, conferences and memoranda are not construction. Before treating any project as real, ask what is physically happening on the site, who holds the land, and whether the entity named has built anything before.

The regulated development zones created under Decree 66 illustrate the point: Marota City has visible construction and allocations, while its sister zone Basilia City remains contested enough that reports disagree on whether it is proceeding at all.

The constraints

  • Construction costs. Materials price inflation raises the cost of everything and feeds through into property prices.
  • Services. Electricity and water networks limit what can be occupied even where buildings stand.
  • Property rights. Contested and undocumented ownership blocks large-scale redevelopment.
  • Finance. Banking capacity is recovering from a very low base.

What it means for a buyer

Reconstruction is a genuine long-term driver, and it is also the story most often used to sell property at prices that assume the long term has already arrived. Both things are true.

Our practical view: buy on what the property is worth today, in an area whose services and title you have verified. Treat reconstruction as an upside you are not paying for, not as the reason for the price.
